Title VI Program Update
STA’s Connect 2035 strategic plan integrates Title VI initiatives by outlining commitments to nondiscrimination, ensuring equitable access to transit services, and engaging with diverse communities, particularly minority and low-income populations, through comprehensive outreach and planning efforts.
As a recipient of federal funding, STA must also comply with Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin in any federally assisted program or activity.

2025 Key Dates
The Title VI Program is required to be updated every three years, and STA is in the process of updating the current Title VI Program. Key upcoming dates for this program update include:
December 3 • Planning and Development Committee meeting: The Planning and Development Committee will meet to recommend adoption of the Title VI Program.
December 18 • STA: Board of Directors meeting: The Board of Directors will take action on the proposed Title VI Program adoption.

November 12 • Citizen Advisory Committee meeting: The Citizen Advisory Committee met to review the Draft Title VI Program and the public comment period.
November 6 • City of Spokane: Community Assembly: The City of Spokane’s Community Assembly held a community meeting to provide information about the public comment period.
November 5 • Planning and Development Committee meeting: The STA Planning and Development Committee met to review the Draft Title VI Program and the public comment period.
October 25 • El Mercadito: El Mercadito community event, general information and resources were shared.
October 16 • Public Notice: A Draft Title VI Program Public Notice has been posted to the STA Public Notices page. It announces the Draft Title VI Program and the public comment period.
September 26 • Spokane Regional Transportation Council: Equity Workgroup: The Spokane Regional Transportation Council’s Equity Workgroup held a regional equity meeting to provide a project update.
September 20 • Valleyfest: A community event was held to provide general information and resources.
September 10 • STA: Citizen Advisory Committee: Citizen Advisory Committee met to provide an update on engagement, surveys, and the timeline.
September 3 • Planning and Development Committee meeting: The Planning and Development Committee met to provide an update on engagement, surveys, and the timeline.
August 16 • Unity in the Community: A community event where general information was shared.
July 14 to July 25 • 2025 Provider Survey: A targeted survey for Community Based Organizations who serve low-income, minority, and limited or non-English speaking or reading populations.
July 25 • Spokane Regional Transportation Council: Equity Workgroup: The Spokane Regional Transportation Council‘s Equity Workgroup held a regional equity meeting to provide a project overview.
July 9, 2025 • Planning and Development Committee meeting: Planning and Development Committee met to discuss the Draft Engagement Plan.
April 30, 2025 • Planning and Development Commitee meeting: Planning and Development Committee met to review the project overview and timeline.
April 28 – May 9, 2025 • 2025 Rider Census was conducted as an on-board statistical survey to identify rider demographics and travel patterns.
