Draft TDP (2026-2031) for Public Input (PDF)

Spokane Transit has issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the 2026-2031 Transit Development Plan.

After review of a completed environmental checklist and other information on file with the agency, Spokane Transit has determined this proposal will not have a probable significant adverse impact on the environment.

The Spokane Transit Board of Directors will hold a Public Hearing to receive testimony on the Draft 2026-2031 Transit Development Plan, which will take place on Thursday June 26, 2025, at 1:30 p.m., in the Spokane Transit Boardroom, 1230 W. Boone Avenue, Spokane, WA.

A virtual Webex videoconference option will be available at the Board of Directors meeting homepage. Members of the public may attend Spokane Transit Authority Board meetings in person or via the virtual option provided.

Public comments will be accepted in person or virtually on the day of the meeting. Public Comments may also be submitted in advance of the meeting through the form for public comments but must be received by 4:00 PM on June 25, 2025. 

Spokane Transit is also holding public open house events virtually on June 5, 2025, at 5:30 p.m. and in-person on June 9, 2025, at 2:30 p.m. at Plaza, 701 W Riverside Ave, Spokane, WA 99201. For more information, please visit the Transit Development Plan webpage.

The Transit Development Plan (TDP) is required by RCW 35.58.2795. The TDP is one in a series of planning documents that is built upon the goals, principles and policies contained within Connect Spokane: A Comprehensive Plan for Public Transportation.

The proposed 2026-2031 TDP complies with the state requirements and contains the following key elements:
• 2026-2028 Service Improvement Program
• 2026-2031 Capital Improvement Program
o Program of Projects for FTA Section 5307 Urbanized Area Program
o Program of Projects for FTA Section 5310 Enhanced Mobility Program
o Program of Projects for FTA Section 5339 Bus and Bus Facilities Program
• Operating and Financial Projections
• 2024 Annual Action Plan

Details of the proposed projects for Sections 5307 (Urbanized Area Formula Funding program), 5310 (Enhanced Mobility for Seniors and Individuals with Disabilities), and 5339 (Bus and Bus Facilities Discretionary program) are included in the TDP. The public hearing for the TDP includes Programs of Projects and Budget for FTA Sections 5307 and 5339. The Program of projects is considered final unless amended through public comment.

Notice is hereby given that SPOKANE TRANSIT AUTHORITY (STA) has set its proposed Disadvantaged Business Enterprise (DBE) goal for programs utilizing Federal Transit Administration (FTA) funds for federal fiscal years 2026, 2027, and 2028, beginning October 1, 2025, through September 30, 2028. The proposed DBE goal is 0.749 percent.

The goal was developed in accordance with the process described in the U.S. Department of Transportation (DOT) CFR 49 Part 26. A description of how this goal was established is available for public inspection by calling STA’s DBE Liaison Officer, Jordan Hayes-Horton.

Adoption of the proposed DBE goal will take place during the STA Board of Directors Meeting scheduled for July 24, 2025, and the final goal will be submitted to the FTA by August 1, 2025.

Division Street Bus Rapid Transit will be the second BRT line in the Spokane region, extending from downtown Spokane along the Division Street corridor for approximately 10 miles to the Mead area.  STA is currently conducting engineering and design work along with associated planning and environmental analysis activities to support the final design of the project for submittal to the Federal Transit Administration (FTA) for a Small Starts grant as part of the Capital Investment Grant (CIG) program. 

The STA Board of Directors are considering amending the Locally Preferred Alternative (LPA) which was developed as part of the DivisionConnects study approved by the STA Board of Directors in 2021 and subsequently amended.  The proposed amendments to the LPA include shifting five (5) future stations from the east side of Ruby Street to the west side, corresponding with a shift of the future Business Access and Transit (BAT) lane on the one-way street segment to the left side; and, making minor adjustments to the list of planned station locations.  Additional information about the Division St. BRT project can be found on the Division St. BRT homepage.
