Division Street BRT Moves Forward with Phased Plan to Launch in 2030

The Division Street Bus Rapid Transit (BRT) project is entering an exciting new stage with a phased approach designed to keep the project on track for service launch in 2030 while adapting to real-world conditions.

The first phase, known as the Minimum Operable Segment (MOS), will include 39 BRT stations between downtown Spokane and Hawthorne Road, providing 15-minute service for at least 14 hours a day.

“This new phasing plan allows us to stay committed to a 2030 launch while continuing to improve and adjust the project as we go,” said Don Skillingstad, Spokane Transit’s (STA) Senior Project Manager.

The MOS will include:

  • A temporary northern terminus at Hastings Park & Ride
  • Transit signal priority along the corridor from the river to the “Y”
  • Business Access and Transit (BAT) lanes shifted to the west side of Ruby Street

Future phases of the project will extend service further north to the Mead Transit Center, add four additional stations, and complete the planned bike and pedestrian facility along Ruby Street in partnership with the City of Spokane.

Phasing became necessary due to several factors, including delays with the North Spokane Corridor (NSC), the timeline for designing bike and pedestrian infrastructure, and uncertainty surrounding federal funding schedules.

“In order to maintain our 2030 launch, we had to adjust,” Skillingstad explained. “By focusing on the MOS now, we can keep moving forward without waiting on pieces outside our control.”

The STA Board will consider officially adopting the phased plan and establishing the MOS at its meeting on July 24, 2025.

“This framework ensures we deliver a high-quality BRT experience on time,” Skillingstad said. “It also gives us the flexibility to build on that success in future phases.”
