The Spokane Transit Board of Directors will hold a Public Hearing to receive testimony on the proposed "Connect Spokane" Phase I Updates, which will take place on Thursday April 21, 2022 at 1:30 p.m., via Webex with a link to be provided online.

In response to Governor Inslee’s Proclamation 20-28 as amended, which waives and suspends the requirement to hold in-person meetings and provides options for the public to attend remotely during the present state of emergency, all public comments will be accepted here and must be received by 4:00 PM on April 20, 2022.

Spokane Transit (STA) is updating five of the elements to better define those elements in support of the current strategic planning process. The elements being updated, and what is being updated, are described briefly below.

Fixed Route: Streamlines the classification system for clarity, updates the service span and headway policies.

High Performance Transit: Formalizes the corridor development plan process and what is included and provides new HPT implementation policies.

System Infrastructure: Expands the facility types, as STA expands the variety of facilities, provides new technology policies, and adds a new maintenance and administrative section.

Fare Revenue: Integrates the new fare policy.

Monitoring & Improvement: Integrates the Strategic Plan into the hierarchy of
plans.

Sprague Line

Spokane Transit seeks to improve the existing Route 90 to a High-Performance Transit Line as approved by voters in 2016 as part of STA Moving Forward. Planned improvements include enhanced amenities and pedestrian accessibility, as detailed in a Corridor Development Plan available at www.spokanetransit.com/spragueline on November 3, 2021. Notice is hereby given that the Spokane Transit Authority (STA) is issuing a Revised 2021 Section 5310 Call for Projects that will be funded primarily with Federal Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program funding. These projects are meant to provide transportation services targeted to benefit seniors and people with disabilities, when current public transportation service is insufficient, inappropriate, or unavailable to meet their transportation needs. Eligible organizations may submit applications for projects that are described below for funding.

This Revised 2021 Section 5310 Call for Projects will replace the previous Section 5310 Call for Projects announced on April 2, 2021.  All project applicants that have submitted applications must re-submit application(s) in order for their projects to be considered for funding recommendations. The application materials have been updated to include revised scoring criteria and an expedited timeline.

STA proposes to make approximately $683,500 available in the 2021 Section 5310 Call for Projects, including an estimated $658,828 in federal funds and approximately $24,672 in STA funds realized from the favorable variances of 2020 (actual) operating expenses and expenses over budget. All projects will be awarded Section 5310 funding without match requirements by the project applicants (100% federal share).

Please note that all funding awards will include federal funding and federal requirements apply. These funding awards are subject to approval by the STA Board of Directors.

Applicants are encouraged to identify scaled funding options in case insufficient funding is available to fund a project at the full requested amount. If an applicant indicates that a project is scalable, the applicant must provide an appropriate minimum funding amount that will fund an eligible project that achieves the objectives of the program and meets all relevant program requirements. The applicant must provide a clear explanation of how the project budget would be affected by a reduced award. STA may award a lesser amount regardless of whether a scalable option is provided.

Applications are due no later than 5:00 PM on Thursday, July 15, 2021. Applications received after this date will not be considered. Please submit the application and all required materials electronically to [email protected]. Eligible Applicants

Eligible project applicants can be either private, non-profit organizations, local governments, or other providers of public transportation* that provide transportation services for seniors and individuals with disabilities. Eligible applicants for the Traditional Category must either be a private nonprofit organization or a local governmental authority that is approved by a state to coordinate services for seniors and individuals with disabilities. Eligible applicants to receive funding for the “Other Category” include a local governmental authority or a private nonprofit organization. 

 

Eligible Projects        

Section 5310 funds are available for capital and operating expenses to support the provision of transportation services for seniors and individuals with disabilities. Eligible capital projects include the capital cost of contracting services, the purchase or acquisition of ADA vehicles, passenger facilities related to 5310 funded vehicles, and support for mobility management and coordination programs among public transportation providers and other human service agencies. Eligible operating projects include those that exceed the minimum ADA requirements, improve access to fixed route service and decrease reliance on ADA complementary paratransit service, and that provide alternatives to public transportation for seniors and individuals with disabilities.

Regional Planning Requirements –

These projects will comply with comprehensive land use and transportation planning in the area and will be consistent with the adopted programming of projects in the Transportation Improvement Program (TIP) prepared by Spokane Regional Transportation Council (SRTC). The Program Management Plan (PMP) includes policies and procedures used to administer the Federal Transit Administration’s (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Program (49 U.S.C 5310). The PMP is developed in accordance with FTA Circular C 9070.1G (July 7, 2014),  to help ensure that STA, as a designated recipient of Section 5310 funds, is administering Section 5310 in compliance with applicable federal statutes and regulations, including those activities undertaken by eligible subrecipients. As an agency that receives federal financial assistance, Spokane Transit is required to adopt a PMP for Section 5310 funds and review on an annual basis. Substantial updates to this document require a 30-day public comment period. The PMP must include a recipient’s program objectives, policies, procedures, and administrative requirements.

A public hearing to receive testimony on the 2020 Title VI Program will be held at 1:30 p.m. on Thursday, February 20, 2020 in the Spokane Transit Authority (STA) Boardroom, 1230 W. Boone Avenue, Spokane, WA 99201.

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis or race, color, or national origin for agencies receiving federal financial assistance. As an agency that receives federal financial assistance, Spokane Transit is required to adopt a Title VI program and to update it every three (3) years. The Title VI Program is a document developed to demonstrate how STA is complying with Title VI requirements. Spokane Transit’s current Title VI Program expires March 30, 2020. The program must include discussion of fare and service changes over the last three (3) years (2017, 2018, 2019), an updated demographic analysis of the service area, route analysis and monitoring, service standards and policies, public outreach processes to assist protected populations, and an updated Limited English Proficiency (LEP) plan.

Notice is hereby given that on June 30, 2019, Spokane Transit Authority issued a State Environmental Policy Act Determination of Non-Significance and adopted the Federal Transit Administration, Region 10, Central City Line Categorical Exclusion and Documented Categorical Exclusion Worksheet in its entirety for the construction of the Central City Line bus rapid transit  project. 

Description of the proposal: The project will consist of the construction of 32 bus stops (stations), installation of passenger amenities, street improvements, ADA facility improvements, and electrical upgrades to STA facilities.

Location of the Proposal:  The project is located in the City of Spokane, Spokane County, Washington. The 5.8 mile corridor, using existing city streets, would extend from the Browne’s Addition neighborhood immediately west of downtown Spokane, to the SCC Transit Center located at Spokane Community College. 

The Spokane Transit Authority, acting as lead agency, has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c).  This determination is based on the following findings and conclusions: this proposal does not result in significant impacts and mitigation measures have been identified that addressed potential impacts during construction and operation of the project.

Public Comment Period: This DNS is issued under WAC 197-11-340(2) and the lead agency will not act on this proposal for 14 days from June 30, 2019. Written comments must be submitted no later than 5:00 PM on July 15, 2019, to the Spokane Transit Authority c/o Don Skillingstad, 1230 West Boone Avenue, Spokane, WA 99201 or via email to [email protected].

Please note that this may be the only opportunity to comment on the environmental impacts of the proposed project.  Any person may submit comments regarding this proposal. Written comments will be made part of the record.

Notice is hereby given that SPOKANE TRANSIT AUTHORITY (STA) has set its proposed Disadvantaged Business Enterprise (DBE) goal for programs utilizing Federal Transit Administration (FTA) funds for federal fiscal years 2020-2022, beginning October 1, 2019 through September 30, 2022. The proposed DBE goal is 1.129 percent.

The goal was developed in accordance with the process described in the U.S. Department of Transportation (DOT) CFR 49 Part 26.  A description of how this goal was established is available for public inspection by calling STA’s DBE Liaison, Jacqueline Tjards, at (509) 325-6032. 

Public comments regarding Spokane Transit Authority’s proposed DBE goal will be accepted until June 26, 2019. Please mail or email comments to: STA DBE Liaison, 1230 West Boone Avenue, Spokane, Washington 99201-2686 or [email protected].

Staff has prepared minor preliminary edits to Connect Spokane: A Comprehensive Plan for Public Transportation, in advance of a major update in 2020. Originally adopted by the Board of Directors in 2010 and most recently updated in 2017, Connect Spokane serves as the agency’s goal and policy guide for the next 20 to 30 years.

This update to the plan meets the policy requirement as defined in MI 3.2 Comprehensive Plan Amendments that states “Minor amendments to the Comprehensive Plan may take place at any time so long as the change does not significantly change the scope or direction of the plan.”

Spokane Transit has issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Spokane Transit’s Comprehensive Plan for Public Transportation proposed by Spokane Transit. After review of a completed environmental checklist and other information on file with the agency, Spokane Transit has determined this proposal will not have a probable significant adverse impact on the environment.

Notice is hereby given that the Spokane Transit Authority (STA) is issuing a call for projects that will be funded with Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program funding. These projects are meant to provide transportation services targeted to benefit the elderly and people with disabilities, when current public transportation service is insufficient, inappropriate, or unavailable to meet their transportation needs. Eligible organizations may submit applications for projects that are described below for funding.

There is $512,319 available under the Section 5310 program.
Applications are due no later than 5:00 PM on Wednesday, May 8, 2019.

Eligible Applicants
Eligible project applicants can be either private, non-profit organizations, local governments, or other providers of public transportation* that provide transportation services for seniors and individuals with disabilities. Eligible applicants for the Traditional Category must either be a private nonprofit organization or a local governmental authority that is approved by a state to coordinate services for seniors and individuals with disabilities. Eligible applicants to receive funding for the “Other Category” include a local governmental authority or a private nonprofit organization. 

Eligible Projects       
According to federal requirements, a minimum of 55%, or $281,775 of total Section 5310 funds must be used for traditional capital projects. Examples of eligible capital projects include purchase ADA accessible vehicle, ADA facility or infrastructure improvements, support equipment for 5310 funded vehicles, Mobility Management, and acquisition of transportation services under a contract, lease, or other arrangement.

Up to 45%, or $230,544, of total Section 5310 funds may be spent on operating projects. Examples of eligible operating projects include increased Paratransit service boundaries or hours, alternatives to public transportation, shuttle services to transportation centers, rideshare and vanpool services. The total amount of 5310 funds dedicated to these types of projects can range between 0% and 45% of available funding**.

This is not an exhaustive list, for project eligibility contact Spokane Transit with questions. Though the project or service may be used by the general public, it must be proven to primarily benefit seniors and people with disabilities. Projects will be evaluated by STA staff and recommended projects will be sent to the STA Board of Directors for approval. More information on project scoring and evaluation criteria can be found in STA’s Program Management Plan for Section 5310, which is available on request.

Match
The federal share is not to exceed 80 percent of the net project cost for capital projects. The federal share is not to exceed 50 percent of the net project cost for operating projects that are eligible in the “Other Category”.

Regional Planning Requirements
These projects will comply with comprehensive land use and transportation planning in the area and will be consistent with the adopted programming of projects in the Transportation Improvement Program (TIP) prepared by Spokane Regional Transportation Council (SRTC). Projects that receive Section 5310 funding must be derived from the locally-developed Spokane County Public Transit-Human Services Transportation Plan, also prepared by SRTC located here, https://www.srtc.org/human-services-transportation-plan/.

* STA (if needed) may certify that there are no nonprofit organizations available in the area to provide the service.
**To be considered a provider of public transportation, an agency must provide “shared-ride” transportation, which means that it may transport two or more passengers in the same vehicle who are otherwise not travelling together (as opposed to exclusive-ride taxi services). Providers of public transportation can be either public or private agencies. 

STA may elect to capture up to 10 percent of the funds available to fund program administration costs.
